Implementing asserts and idempotency checkups in `cielito.proxmox.disks`

Considering comments in cielito/proxmox!12, we should code in cielito.proxmox.disks role some asserts and previous deployment checkups to avoid execution failures because of inconsistent parameters and acting on an already configured host.
