Hestia config role

In !2 (merged) we coded a first running version of cielito.hestia.cluster role, to configures API and Bind synchronization of zones in secondary NS servers.

To complete the automation of a LAMP service, let's consider a cielito.hestia.config role, to set server configuration, mail transport authentication, users provision and their web resousces population.
